I’ve never heard the phrase….so, I’m just guessing: to lightly press, not to press to the degree you normally would….?? Second guess would me, to press the item on the underneath side. I hope I get to find out what the correct answer is….I need to keep up on the current terminology in order to pass it along to my students! Thanks!

My first guess would be to turn under your fabric as if making a hem and press. Thus, under press for short.
